摘　　要：《中国民用航空发展第十三个五年规划》和《“十四五”民用航空发展规划》分别是我国民用航空业在“十三五”“十四五”时期的全行业发展纲领性文件。对比分析两份发展规划的发展基础、发展形势、发展目标,梳理统计有关发展指标的完成情况和变化情况,从而分析判断得出我国民用航空业将在发展环境复杂性和不确定性增加的情况下通过智慧民航、绿色民航建设世界一流的航空服务体系。The 13 th Five-Year Plan for China’s Civil Aviation Development and the 14 th Five-Year Plan for Civil Aviation Development are the outline documents for the development of the whole industry of China’s civil aviation industry during the 13 th and 14 th Five-Year Plan periods respectively. By comparing the development basis, development situation and development goals of the two development plans, and by sorting out and counting the completion and changes of relevant development indicators, this paper concludes that China’s civil aviation industry will have the development trend of building the world first-rate aviation service system through smart civil aviation and green civil aviation under the condition of increasing complexity and uncertainty of the development environment.
