摘　　要：党的十八大以来,习近平总书记深刻洞察我国国情水情,从实现中华民族永续发展的战略高度,就治水发表一系列重要讲话、作出一系列重要指示批示,精辟论述了治水对民族发展和国家兴盛的重要意义,深刻分析了当前我国水安全新老问题交织特别是水资源短缺、水生态损害、水环境污染等新问题不断凸显的严峻形势,明确提出了“节水优先、空间均衡、系统治理、两手发力”治水思路,科学回应了我国治水中的重大理论和现实问题,是习近平新时代中国特色社会主义思想在治水领域的重要体现,是习近平生态文明思想的重要组成部分,为新时代治水工作提供了强大思想武器和科学行动指南。Since the 18^(th) National Congress of the Communist Party of China,from the strategic height of realizing the sustainable development of the Chinese nation,General Secretary Xi Jinping has issued a series of important speeches and instructions on water governance based on his insight into China's national conditions and water conditions.He expounded the significance of water governance to national development and prosperity,and profoundly analyzed the current severe situation of water security in China.This has been featured by old and new challenges intertwined,especially emerging new problems such as water shortage,water ecological damage,and water environmental pollution.Based on his strategic insights,General Secretary Xi Jinping proposed the water governance concept of“prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market”.It scientifically responds to the major theoretical and practical problems of water governance in China,as an important embodiment of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era in the field of water governance.It is an important component of Xi Jinping Thought on Ecological Civilization,providing a powerful tool and scientific guide for water governance in the new era.
