摘　　要：工会问责的科学建构是有效落实各级工会主体责任和提升工会工作能力的重要保障,也是推动新时代我国工运事业科学发展的题中应有之义。工会问责要实现科学运行,必须基于整体性逻辑对问责的相关主体构成、客体指向、情形范围和内在程序等要素作出系统性的明确。近年来,在党中央的高度重视下,我国工会改革事业不断实现深化,工会问责也在各地实践中不断铺开,为规范工会工作和推进工会发展带来了积极效应,但目前我国工会问责在实践运行中依然存在着协同度、常态性和规范力不足的现实短板。当前,应基于主体介入、问责嵌入、程序运行、问责公开和理念认知等五个层面,推动我国工会问责机制进一步实现重构,通过更加科学、规范和精准化的问责运作,为推动新时代我国工运事业发展提供更加坚实的机制支撑与制度保障。The scientific construction of trade union accountability is an important guarantee for the effective implementation of the main responsibility of trade unions at all levels and the improvement of trade union work capacity,and it is also the proper meaning of promoting the scientific development of China s labor movement in the new era.The scientific operation of trade union accountability must systematically clarify the subject,object,situation and procedure of accountability based on a holistic perspective.In recent years,under the high attention of the Party Central Committee,the reform of trade unions has continued to advance,and the accountability of trade unions has also been continuously rolled out in practice,which has brought positive effects to standardize the work of trade unions and promote the development of trade unions.However,the current trade union accountability still has shortcomings such as lack of coordination,normality and normative power.At present,it is necessary to promote the reconstruction of trade union accountability based on the five levels of subject intervention,accountability embedding,program operation,accountability disclosure and concept recognition,and provide a more solid guarantee for the development of the labor movement in the new era through more scientific,standardized and accurate accountability operations.
