社会企业介入“农村养老服务链”的路径研究

摘　　要：农村地区老龄化形势日趋严峻,农村社会化养老服务供给不足、社区居家养老服务需求旺盛与农村老人购买力较低的现状为社会企业介入农村养老服务提供了空间。社会企业介入“农村养老服务链”具有经营性、公益性、专业性的比较优势,能有效补齐农村养老服务短板,但仍存在相关法律制度和监督机制缺乏、身份认同缺乏、社会企业持续发展能力不足等困境。为满足农村养老服务需求,助力乡村振兴,应加强顶层设计、搭建智慧平台、强化政府扶持、提升社会企业生命力、稳固农村社区阵地、集聚人才力量不断优化社会企业介入农村养老服务的路径。The aging situation in rural areas was becoming increasingly serious.The shortage of socialized old-age service supply in ru⁃ral areas,the strong demand for community home-based old-age service and the low purchasing power of rural elderly provided space for social enterprises to intervene in rural old-age service.The involvement of social enterprises in the“rural pension service chain”had comparative advantages of operation,public welfare and professionalism,which could effectively complement the shortcomings of rural pension service.However,there were still difficulties such as the lack of a relevant legal system and supervision mechanism,the lack of identity,and the lack of sustainable development capacity of social enterprises.In order to meet the needs of rural elderly care services and help rural revitalization,it was necessary to strengthen top-level design,build intelligent platforms,strengthen govern⁃ment support,enhance the vitality of social enterprises,stabilize the position of rural communities,gather talents and constantly opti⁃mize the path for social enterprises to get involved in rural elderly care services.
