控制下交付在零包贩毒案件中的应用研究

摘　　要：当前,随着我国毒情形势的变化以及“禁毒人民战争”的深入开展,大宗毒品犯罪逐年减少,但零包贩毒案件却由于其隐蔽性强等特点,逐渐成为我国贩毒犯罪的主要类型,不法分子通过各种方式实现零包毒品交易,给公安机关的侦查工作带来新的挑战。控制下交付是缉毒部门在打击零包贩毒案件中的常用侦查措施,但应用不当会使案件错失战机,甚至可能会使侦查行为违法化。侦查部门应从强化阵地控制、规范取证过程、延长打击链条等方面对控制下交付的应用进行优化。At present,with the changes of China’s drug situation and the in-depth development of the "people’s war against drugs",bulk drug crimes are decreasing year by year,but the cases of zero package drug trafficking have gradually become the main type of drug trafficking crimes in China because of their strong concealment.Criminals realize zero package drug trading through various ways,which brings new challenges to the investigation work of public security organs.Controlled delivery is a common investigation measure used by the anti-drug department in cracking down on zero package drug trafficking cases,but improper application will make the case miss the fighter,and may even make the investigation illegal.The investigation department should optimize the application of controlled delivery from the aspects of strengthening position control,standardizing the evidence collection process and prolonging the strike chain.
