摘　　要：Participating in oil and gas cooperation as a non-operator is an important mode for major international oil companies.For example,companies including ExxonMobil,bp,Shell and Total are running a number of non-operator projects.Compared with the operator or majority shareholdor,if the non-operator or minority shareholder cannot fully exercise the rights to information,participation and voice in accordance with the agreement,it is difficult for them to implement the right to supervision,and their interests may be infringed by the operator or majority shareholder,which in turn affects their right to benefits.
