摘　　要：当前,国内外疫情防控形势依然严峻,防范境外疫情输入及本土病例反弹的工作责任同样重大,长期应对在所难免。志愿服务形式与内容正面临一场全新的思考与根本性改革,这对青年志愿服务工作提出了更高的专业化期许与要求。总结我国青年志愿服务队伍组织现状、工作情况、功能特色等内容,明晰新时代青年志愿队伍建设的在社会治理、道德提升、应急服务、育人实践等方面的重要性和必要性,借鉴大学生志愿者招募、培训、使用、考评、激励等各环节的实践经验,探讨医学高校专业化志愿队伍建设的创新方式与发展策略,以队伍制度化建设加强志愿者的心理支持和自身完善,推进志愿服务由传统的活动型向全面而深刻的规范化、专业化、信息化和国际化转变,有利于有效弥补政府和市场力量的不足,切实提升医学高校实践育人功能,打造医学生专业化志愿服务品牌,对于充分发挥大学生志愿者在参与社会治理、公共服务、应急救援等方面具有重要作用和积极意义。At present,the situation of prevention and control 2019 novel coronavirus(2019-nCoV)is still grim in the word.The responsibility of preventing the import of overseas epidemic and the rebound of local cases is equally important,and long-term response is inevitable.Under the background of normal society,the form and content of voluntary service are facing a new thinking and fundamental reform,which puts forward higher professional expectations and requirements for youth voluntary service.Summarize the organizational status,work and functional characteristics of China's youth volunteer service team,clarify the importance and necessity of the construction of youth volunteer team in the new era in terms of social governance,moral improvement,emergency service and educational practice,and learn from the practical experience of college students'volunteer recruitment,training,use,evaluation and incentive,to explore the innovative ways and development strategies for the construction of professional volunteer teams in medical colleges and universities,strengthen the psychological support and self-improvement of volunteers with the institutionalized construction of teams,and promote the transformation of volunteer services from traditional activity-based to comprehensive and profound standardization,specialization,informatization and internationalization,which is conducive to effectively making up for the shortage of government and market forces.Improving the practical education function of medical colleges and universities and building a professional volunteer service brand for medical students play an important role and positive significance in giving full play to college students'volunteers in participating in social governance,public services,emergency rescue and so on.
