政府购买居家养老服务供需失衡与服务僭兑--基于第三方评估的视角

摘　　要：政府购买居家养老服务存在供需失衡问题由来已久,但相关调查并没有发现其还存在服务僭兑问题,即服务商采取以粮油类实物或非居家养老服务项目来诱兑老人持有的服务券,而非通过服务创新来争取老人积极利用政府购买居家养老服务。因此,当前政府购买居家养老服务存在供需失衡问题已比较突出,急需优化政府购买居家养老服务项目清单,发挥其在居家养老中的托底功能,推进城乡社区老年活动中心建设,把家庭养老床位作为社区居家养老服务重点项目,提高政府购买居家养老服务的效率。The problem of imbalance between supply and demand has existed for a long time in the government purchase of home-based elderly care services,but relevant investigations have not found that there is a service abuse problem-that is,service providers use food and oil or non home-based elderly care services to induce the elderly to redeem their vouchers,rather than utilize service innovation to get the elderly to actively take advantage of the government purchase of home based elderly care services.Therefore,at present,as the imbalance between supply and demand in the government purchase of home-based elderly care services has become quite serious,there is an urgent need to optimize the list of the government purchase of home-based elderly care services,so as to give full play to its function of providing support for the elderly at home.It is also imperative to press ahead with the construction of community elderly care activity centers in both urban and ru⁃ral areas,make home-based care beds a key item of community home-based elderly care services,and improve the efficiency of government purchase of home-based elderly care services.
