两岸公共卫生合作治理:历程、特点与进路

摘　　要：公共卫生事务因其重要程度和低政治敏感度的天然优势,成为两岸合作治理成效最为明显的领域之一。两岸在卫生领域的事务性合作不仅可以增进两岸民众的卫生健康福祉,还能产生“溢出效应”,累积互信、化解分歧,推动国家和平统一进程。20世纪80年代末至今,两岸公共卫生合作治理大致经历了合作治理尝试阶段、非正式制度化阶段、制度化阶段和制度化停滞阶段。综合考虑两岸公共卫生合作治理的历程和现状,当前两岸公共卫生合作治理主要表现为合作治理主体多元、受政治氛围影响大、合作范围广但程度不深、突发事件导向明显四个特点。探索因应之策,未来需要多端发力,逐步累积两岸互信;硬化“软法”,健全两岸合作机制;激发活力,提高合作治理效能等,以此推动两岸公共卫生合作治理制度化进程,助力两岸携手打造“卫生健康共同体”并最终走向“命运共同体”。Because of its importance and low political sensitivity,public health affairs have become one of the most effective areas of cross-Strait cooperative governance.Cross-Strait general affairs cooperation in the field of health can not only improve the health and well-being of people on both sides of the Straits,but also produce“spillover effects”,accumulate mutual trust,resolve differences and promote the process of national peaceful reunification.Since the late 1980s,the cross-Strait public health cooperative governance has roughly experienced the stages of cooperation attempt,informal institutionalization,institutionalization and institutionalization stagnation.Considering the history and current situation of cross-Strait public health cooperative governance,the current cross-Strait public health cooperative governance is characterized by multiple subjects of cooperative governance,large influence by the political atmosphere,wide but not deep cooperation scope,and obvious emergency orientation.To explore countermeasures,we need to make efforts from multiple ends in the future to gradually accumulate cross-Strait mutual trust,harden“the soft laws”and improve the cross-Strait cooperation mechanism,stimulate vitality and improve the efficiency of cooperative governance,so as to promote the institutionalization process of cross-Strait public health cooperative governance,and help the two sides to jointly build“a health community”and eventually move towards“a community of destiny”.
