摘 要:国土空间规划正式批准前,项目用地选址、预审、土地报批等环节均缺少合规性审查依据。因此,应编制过渡期国土空间规划方案,保障近期重大基础设施和民生保障项目、重大产业项目用地有规可依,有效推进国民社会经济发展。文章以西安市为例,探讨过渡期国土空间规划方案(以下简称“方案”)编制的技术思路,以期为过渡期国土空间规划编制提供参考。Before the official approval of the territorial and spatial planning,there is no basis for compliance review in the site selection,pre-examination and land approval of the project.Therefore,the territorial and spatial planning for the transition period should be formulated to ensure that the land for major infrastructure and livelihood security projects and major industrial projects in the near future has regulations to follow,and effectively promote national social and economic development.Taking Xi'an as an example,the paper discusses the technical ideas for the preparation of the transitional territorial space planning scheme(hereinafter referred to as the'plan'),in order to provide a reference for the preparation of the transitional territorial space planning.
