旅游业与区域经济高质量协调发展研究——以河南省南阳市为例

摘　　要：以河南省南阳市为例,从产业绩效、产业要素两方面构建旅游业评价指标体系,从经济活力、创新效率、绿色发展、人民生活、社会和谐五个方面构建区域经济高质量发展评价指标体系,运用耦合协调度模型对2007—2020年南阳旅游业与区域经济高质量协调发展进行实证研究。结果显示,除个别年份有轻微波动外,2007—2020年南阳市旅游业与区域经济发展水平均呈逐年提升趋势,但旅游业增速远高于区域经济增速;2007—2012年为旅游滞后型,2013—2020年为经济滞后型;两系统耦合协调水平逐年上升,先后经历低水平耦合失调、颉颃、磨合三个阶段,涉及七个等级(最高仅为中级协调),离优质协调距离尚远;2016年为两系统失调与协调的分水岭,2016年以前为失调阶段,其后进入协调阶段,但协调等级较低。今后南阳市应加快推进旅游业“转型升级,提质增效”,将旅游业培育为经济高质量发展的新动能;同时,加快推进经济结构战略性调整,提升经济反哺旅游业发展的能力,使两系统均获得更高水平发展,从而向高水平耦合协调阶段演进。This paper analyzes empirically the coupling coordination between tourism industry and regional economy in Nanyang City from 2007 to 2019 using the coupling coordination model.In the study,the index system of the tourism industry is constructed from the aspects of industrial performance and industrial elements,together with the construction of a high-quality development index system of regional economy from the aspects of economic vitality,innovation and efficiency,green development,people’s livelihood and social harmony.The result shows that the development level of the tourism industry and the regional economy is increasing year by year except for some light microwaves reflected in some years from 2007 to 2019.It is also found that the growth rate of the tourism industry is much higher than that of the regional economy.The development of the tourism industry lags behind the development of regional economy in 2007-2012 and the development of the regional economy lags behind the development of the tourism industry in 2013-2019.The coupling coordination between tourism industry and regional economy is increasing year by year,which experiences such three stages as low-level coupling,antagonism and grinding-in involving seven levels(up to intermediate coordination only)and is far from high-quality coordination.2016 is the demarcation point of the maladjustment and coordination between tourism industry and regional economy,which is the maladjustment stage before 2016 and the coordination stage after 2016,but the coordination level is low.Therefore,we should accelerate the transformation and upgrading of the tourism industry and improve its quality and efficiency through focusing on solving the bottleneck problems that restrict the development of the tourism industry in Nanyang City in the future.At the same time,we should change the mode of economic development and accelerate strategic adjustment of economic structure,so that the two systems of tourism industry and regional economy can achieve a higher level of dev
