“双减”政策下青少年体育培训机构的发展

摘　　要：“双减”政策下,我国青少年体育培训机构迎来了新发展时代,如何把握机遇并突破困境,实现自身高质量发展成为值得关注的新命题。系列政策的支持、经济结构的转型、需求的持续扩容以及融合发展模式都为当前我国青少年体育培训机构提供了发展机遇,但青少年体育培训机构依旧面临着价值目标出现偏离、监管机制不够健全、课后体育服务支持力度不足、课后体育服务中教练员评价机制与教练员职业素养双重缺失等困境。提出以下治理策略:树立正确的价值取向并加强行业自律;明确政府主体监管职责,构建多元协同监管模式;加强融合发展的配套政策支持力度;健全教练员评价机制并提升教练员专业素养与能力。Under the “double reduction” policy, China’s youth sports training institutions have ushered in a new era of development. How to grasp the opportunities and break through the difficulties to achieve their own optimal development has become a new topic worthy of attention. The support of a series of policies, the transformation of economic structure, the continuous expansion of demand and the integrated development model all provide development opportunities for the current youth sports training institutions in China. However, the youth sports training institutions are still faced with such difficulties as the deviation of value objectives, the inadequate supervision mechanism, the insufficient support for after-school sports services, and the lack of coaches’ evaluation mechanism and coaches’ professional quality in after-school sports services. The paper proposes to establish correct value orientation and strengthen industry self-discipline, clarify the main regulatory responsibilities of the government and build a multi-dimensional collaborative regulatory model, strengthen the supporting policies for integrated development and improve the coach evaluation mechanism and the professional quality and ability of coaches.
