摘　　要：阐述信息化管理与服务体系的设计与实现,科技项目管理结构的调整,设置系统的职能范围,采取级别化管理模式,实现科技管理体系的快捷性和成效性,探讨科技项目确立、项目建设、监管、质检、验收和成果转化过程的管控,从而改进和升级企业管理的思维方式。This paper expounds the design and implementation of information management and service system, the adjustment of science and technology project management structure, the setting of the functional scope of the system, the adoption of hierarchical management mode, the rapidity and effectiveness of science and technology management system, and discusses the management and control of science and technology project establishment, project construction, supervision, quality inspection, acceptance and achievement transformation, so as to improve and upgrade the thinking mode of enterprise management.
