中小型水利工程竣工验收中档案管理存在的问题及对策

摘　　要：水利部《水利工程建设项目档案管理规定》(水办﹝2021﹞200号)第三十六条规定,项目档案验收是水利工程建设项目竣工验收的重要内容,大中型水利工程建设项目在竣工验收前要进行档案专项验收,其他水利工程建设项目档案应与竣工验收同步进行。为优化营商环境,提高便民服务效率,河南省要求省级以下验收的建设项目,档案验收应与竣工验收同步进行。本文以某省辖市中小型病险水库和中小河流等水利工程档案竣工验收实践为例,分析了档案验收工作中出现的文件资料收集不完整、整理不规范、验收交接不系统等问题及产生的原因,基于项目档案与项目竣工验收同步进行的要求,提出了加强水利工程档案管理相关对策措施,为水利工程的顺利验收奠定基础。TArticle 36 of the'Regulations on the Management of Water Conservancy Project Construction Project Archives'(Shuiban[2021]No.200)of the Ministry of Water Resources stipulates that the project file acceptance is an important part of the completion acceptance of water conservancy construction projects.Large and medium-sized water conservancy construction projects are subject to completion acceptance The special acceptance of archives should be carried out before,and the archives of other water conservancy construction projects should be carried out simultaneously with the completion acceptance.In order to optimize the business environment and improve the efficiency of convenient services,Henan Province requires that for construction projects below the provincial level,the file acceptance should be carried out simultaneously with the completion acceptance.This paper takes the completion acceptance practice of water conservancy project archives such as small and medium-sized dangerous reservoirs and small and medium-sized rivers in a provincial municipality as an example,and analyzes the incomplete collection of documents,irregular arrangement,and unsystematic acceptance and handover in the archives acceptance work.Based on the requirement that the project archives and the completion acceptance of the project should be carried out synchronously,relevant countermeasures to strengthen the management of water conservancy project archives are put forward to lay the foundation for the smooth acceptance of the water conservancy project.
