摘  要:政府绩效评估是由多个层次和多种不同需求的政策主体一起构成的复杂治理网络,政府、公众与专家的主体类型划分基本上涵盖了治理场域的相关组织要素与政策系统。场域治理是一种价值互动与认知建构的关系化过程,政策主体的价值差异有助于理解组织场域的结构性意义。政府、公众与专家是政府绩效评估治理场域各类行动者的“组织原型”,三者是组成场域的核心要素。场域研究是结构与行动的有机统一,政府绩效评估政策主体的治理场域首先根据组织规则和任务目标来设计。当然,政府绩效评估治理场域中的政策系统与组织制度之间、主体关系与治理行动之间还存着在系统抵牾、结构张力与耗散效应,这在某种程度上抵减了政府绩效评估的政策效果与整体治理效能。总体来看,政府绩效评估的治理场域是围绕评估问题而生成,政府、公众与专家是因评估治理的需要而联系在一起的。因此,组织场域本质上是一种关系系统,政府绩效评估治理场域的特征在于主张各种要素与组织力量是相互依赖和相互磨合的动态关系。Government performance evaluation is a complex governance network composed of multiple levels and policy subjects with different needs.The classification of subject types of government,the public and experts basically covers the relevant organizational elements and policy systems in the governance field.Field governance is a relational process of value interaction and cognitive construction.The value differences of policy subjects help to understand the structural significance of organizational field.The government,the public and experts are the"organizational prototype"of various actors in the governance field of government performance evaluation,and the three are the core elements of the field.Therefore,field research is an organic unity of structure and action.The governance actions of the government performance evaluation policy subjects are first designed according to the organizational rules and task objectives.Of course,there are still systematic contradictions,structural tension and dissipative effects between the policy system and organizational system of government performance evaluation,and between the subject relationship and governance actions,which to some extent offset the policy effect of government performance evaluation and the overall governance effectiveness.On the whole,the governance field of government performance evaluation is generated around the evaluation problem,and the government,the public and experts are connected because of the needs of evaluation governance.Organizational field is essentially a relationship system.The characteristic of field governance is that it advocates that various elements and organizational forces are interdependent and run in dynamic relationships.
