摘  要:在城市雨洪管理的相关概念中,绿色基础设施作为一种软性设施,对雨洪径流具有消纳、净化及储蓄作用,但忽视了对洪水、内涝等城市水灾害事件中防灾避难问题的回应。韧性理论强调复杂系统主动适应并综合应对不确定性干扰的能力。本文以韧性理论为基础重新审视绿色基础设施对城市水系统的有益作用,构建综合应对城市水系统所涉及的水灾害及水资源问题的城市绿色基础设施。以哈尔滨市何家沟地区为例,详细阐述了城市水韧性视角下的绿色基础设施构建策略。Urban green infrastructures are used as soft facilities to absorb,purify and store the storm water runoff under the concept of storm water management.However,they ignore the potential of urban green infrastructure to be emergency refuge of large water disasters.The resilience theory emphasizes the ability of complex systems to adapt to and cope with uncertain disturbances.Based on the theory of resilience,this paper reassesses the potential beneficial effects of urban green infrastructure on urban water system.With the construction of urban green infrastructure,it is possible to solve the urban water system problems involving urban water disaster and water resources.Taking Hejiagou Area of Harbin City as an example,urban green infrastructure is formed to comprehensively solve the problems relating to water disaster emergency and storm water management,so as to improve the urban water environment resilience.
