精细化管控导向的城市风貌规划转型探索——以大兴国际机场临空经济区廊坊片区为例

摘　　要：城市风貌规划是在城市快速扩张时期,为应对城市特色危机问题出现的,以特色建造为目标导向的专项规划。为解决城市规划建设粗放发展阶段带来的衍生问题,精细化管控逐渐运用于城乡规划建设领域。以北京市大兴国际机场临空经济区廊坊片区城市风貌规划为例,在要素协同整合、差异化管控、动态维护与伴随式服务四个方面进行新的探索,提出精细化管控导向的“全”“分”“跟”工作框架,初步探讨城市风貌规划在支撑高质量发展新时期规划管控体系中的作用。Cityscape planning emerged in response to the crisis of urban characteristics in the period of rapid urban expansion.It is a special planning with the building of characteristics as the orientation.Through a lot of theory and practice,it has formed a research system with characteristics construction as the goal orientation.As a way to solve the derivative problems caused by the extensive development stage of urban development,delicacy management is gradually applied in the field of urban and rural planning and construction.Taking Langfang airport economic zone of Daxing International Airport as an example,this paper makes new exploration in four aspects:collaborative integration of elements,differentiated management and control,dynamic maintenance and accompanying service,puts forward the“full”,“separate”and“follow-up”working framework guided by refined management and control,and preliminarily discusses the role of cityscape planning in supporting the planning management and control system in the new era of highquality development.
