摘 要:“增量转存量”背景下,城市发展重新聚焦老城区,评价老城区存量空间土地集约利用潜力、判别可更新用地成为提升城市内涵的重要手段之一。本文介绍了在全存量型空间——北海老城ND片区控规编制中,土地集约利用潜力评价方法的应用。研究以宗地为单元,通过构建多指标的综合评价体系,运用层次分析法为各指标权重赋值,借助ArcGIS软件计算各宗地综合潜力值并进行图示化表达,为控规编制落实规划地块整合、明确地块更新时序和更新方式,以及建立差异化的指标管控提供了科学依据,保障了控规的落地性与可操作性。Under the background of“incremental transferring to stock”,urban development refocuses on the old city,and evaluating the potential of intensive use of the stock space in the old city and identifying renewable land has become one of the important means to enhance the connotation of the city.This paper introduces the application of land intensive use potential evaluation methods in the compilation of the regulatory plan for the all-stock space-Beihai Old Town ND district.The study uses plots as a unit,builds a multi-index comprehensive evaluation system,uses analytic hierarchy process to assign the weight of each index,and uses ArcGIS software to calculate the comprehensive potential value of each parcel and then express graphically,so as to provide a scientific basis for integrating the plots for the preparation and implementation of the regulatory plan,clarifying the updating timing and updating methods of the plots,and establishing the differentiated index management and control,and to ensure the landing and operability of the regulatory plan.
