摘 要:基于2006—2019年11个中国典型油气资源型城市的面板数据,采用EBM超效率模型测度城市绿色发展效率,并采用随机效应模型考察生态创新对绿色发展效率的影响方向与作用力度。结果显示:在样本期内,油气资源型城市绿色发展效率值呈现出先下降后波动上升的趋势;城市间绿色发展效率差异显著,大庆、东营、松原和克拉玛依的绿色发展效率总体较高,唐山和榆林的绿色发展效率较低;生态创新对油气资源型城市的绿色发展效率具有显著的正向影响;城市规模强化了生态创新对油气资源型城市绿色发展效率的影响。建议油气资源型城市完善促进生态创新的政策体系,大力提升企业的生态创新能力,因地制宜搞好生态创新型城市建设。Based on the panel data of 11 typical oil-gas resource-based cities in China over the period 2006 to 2019,the EBM super efficiency model is used to measure the urban green development efficiency,and the random effect model is used to investigate the impact direction and strength of eco-innovation on green development efficiency.The results suggest that during the sample period,the green development efficiency of oil-gas resource-based cities shows a trend of first decreasing,then fluctuating and rising.Green development efficiency differs significantly from city to city with Daqing,Dongying,Songyuan and Karamay generally high and Tangshan and Yulin relatively low.Eco-innovation has a significant positive impact on the green development efficiency of oil-gas resource-based cities.The urban size strengthens the impact of eco-innovations on the green development efficiency of oil and gas resource-based cities.It is suggested that oil-gas resource-based cities improve the policy system to promote eco-innovations,vigorously boost the capability of eco-innovation of enterprises,and do a good job in suiting the cities to local conditions while developing eco-cities with eco-innovations.
