摘 要:当基层事务从“简约”向“复杂”转型,超越了基层组织的权责边界,“乡政村治”模式就会带来“粗糙维持”问题,推动精准治理有其现实必要性。但是,无论是“人-事”结合类事务,还是“人-事”分离类事务,都需要发挥村民自治效能。当农村基层事务治理体系,过度强化行政回应性责任,考核压力越大政策刚性越强,基层组织就越发没有弹性,自治事务就将难以有效解决,模糊事务治理同样高成本。只有构建分级分类协同治理机制,契合奥斯特罗姆的“多中心治理之道”,方能实现全面精细治理的绩效。When the grassroots affairs experience a shift from“simple”to“complex”,and go beyond the power and responsibility of grassroots organizations,the“countryside politics and village governance”model will produce the problem of“rough maintenance”,while it is necessary to promote precise governance.However,whether it is“person-matter”integrated affairs or“person-matter”separated affairs,we need to exert the efficiency of the villager's autonomy.When the governance system of the rural grassroots affairs excessively strengthens the administrative responsive responsibility,the greater the assessment pressure is,the stronger the policy rigidity will be,which will make the grassroots organizations more inelastic,the autonomous affairs more difficult to handle effectively,and the management of fuzzy affairs more costly.Only by building a hierarchical,classified and collaborative governance mechanism in line with Ostrom's“polycentric governance approach”,can we achieve the performance of comprehensive and precise governance.
