摘　　要：文章从企业创新和上下游产业关联的视角评估中国对外反倾销的产业救济效果。研究发现:第一,中间产品对外反倾销抑制了中国下游企业的创新活动,使得下游企业的专利总数下降,在考虑了平行趋势假设和一系列稳健性检验之后,文章的估计结果依然稳健;第二,反倾销同时通过调查效应和成本效应对下游企业创新水平产生了负面影响,而且创新抑制效应持续时间较长,将在3~5年内持续存在甚至更久;第三,异质性分析表明,反倾销对高生产率企业、民营企业和高技术行业所在下游企业的创新抑制作用更强。研究结果表明,中间产品反倾销的创新抑制效应是长期存在的,且对“优势企业”的抑制作用更强,政府在发起反倾销救济时,需要考虑产业之间的相互关联,平衡上下游企业短期经济利益和长期竞争力。This article uses difference-in-difference method to study how the external anti-dumping of intermediate products will affect the innovative behavior of downstream firms. The empirical findings are as below: first, foreign anti-dumping inhibits downstream firms′ innovative activities, resulting in a decline in the total number of patents of downstream firms. After considering the parallel trend hypothesis and a series of robustness tests, the results of this paper are still significant. Second, anti-dumping could influence the innovation suppression effect of downstream firms. It lasts for a long time and will continue to exist in 3-5 years or even longer. Third, external anti-dumping has a higher inhibitory effect on the innovation of small-scale firms, private firms and high-productivity firms. Compared with the eastern coastal areas, external anti-dumping has a stronger inhibitory effect on downstream firms in the western inland areas. The research results of this article show that, the innovation inhibitory effect of antidumping of intermediate products has existed for a long time, and it has a stronger inhibitory effect on " dominant firms". When the government initiates anti-dumping remedies, it needs to consider the interrelationship between industries and balance the short-term economic benefits and long-term competitiveness of upstream and downstream firms.
