中国渔业生产、加工和贸易的重心演化及成因

摘　　要：基于对中国渔业生产、加工和贸易3个阶段地理重心分布差异的假设,选取1990—2019年中国31个省区市渔业全产业各阶段具有代表性的10个数据维度,验证渔业重心的演化路径,明确影响中国渔业生产布局的因素,从而为优化渔业区域布局提供意见和建议。运用重心模型,对渔业全产业各阶段重心坐标进行计算并归纳总结其演化路径,明晰中国渔业生产、加工和贸易3个阶段的区域布局差异及演进特征。研究结果表明,渔业生产重心主要向西南方向移动,渔业加工重心主要向东北方向移动,渔业贸易重心主要向西南方向移动;地理区位优势、渔业技术投入、产业集聚效应对渔业生产、加工和贸易3类经济活动重心的形成具有较大影响。因此,各省区市需要继续巩固渔业发展的区位优势,渔业发展薄弱地区应加大政策的引导以提高渔业科技项目投入和科技人员投入,建立长江经济带渔业协同发展机制,引导优质生产要素的高效移动。Based on the assumption of the differences in the distribution of geographical gravity centers in the three stages of China’s fishery production,processing and trade,ten representative data dimensions of the whole fishery industry in 31 provinces,regions and cities in China from 1990 to 2019 are selected to verify the evolution path of fishery gravity center and clarify the factors affecting China’s fishery production layout,so as to provide opinions and suggestions for optimizing the regional layout of fishery.The center of gravity model is used,the center of gravity coordinates of each stage of the whole fishery industry is calculated,its evolution path is summarized,and the regional layout differences and evolution characteristics of China’s fishery production,processing and trade is clarified.The research results show that the focus of fishery production moves to the southwest.The center of gravity of fishery processing mainly moves to the Northeast.The focus of fishery trade mainly moves to the southwest.Geographical location advantage,fishery technology investment and industrial agglomeration effect have a great impact on the formation of the center of gravity of fishery production,processing and trade.Therefore,provinces,regions and cities need to continue to consolidate the regional advantages of fishery development,and areas with weak fishery development should increase policy guidance to improve the investment in fishery science and technology projects and scientific and technological personnel,establish a fishery coordinated development mechanism in the Yangtze River economic belt,and guide the efficient movement of high-quality production factors.
