涡阳县村集体经济发展模式研究

摘　　要：近年来,安徽省亳州市涡阳县认真学习贯彻落实国务院与省市关于稳步推进农村集体产权制度改革的意见部署,坚持把全面推进农村集体产权制度改革、提升村集体经济作为巩固脱贫攻坚成果、衔接推进乡村振兴战略的重要抓手,聚焦农村集体资产清产核资、成员身份确认、经营性资产股份制改革、规范农村集体经济组织运营管理、探索农村集体经济的各类发展模式。通过党建引领、多方联动、整合资源、搭建平台,依法民主构建起纵向到边、横向到底、上下齐抓共管的农村集体产权管理开发机制和村集体经济发展推进模式。围绕产业带动型、资源开发型、资产经营型、服务增值型、入股合作型、物业经营型等多种集体经济发展路径,持续做大集体增收存量,优化增量,在实现村集体增收的同时,也实现农民群众的持续稳步的富裕,为全省的农村集体产权制度改革和村集体经济发展树立标杆。In recent years,Woyang County,Bozhou City,Anhui Province has conscientiously studied and implemented the opinions and arrangements of the State Council and provinces and cities on steadily promoting the reform of the rural collective property right system,and persisted in comprehensively promoting the reform of the rural collective property right system and promoting the village collective economy as an important starting point for consolidating the achievements of poverty alleviation and promoting the strategy of rural revitalization.We focus on the clearing and verification of rural collective assets,the confirmation of membership,the reform of operating assets shareholding system,standardizing the operation and management of rural collective economic organizations,and exploring various development models of rural collective economy.Through the guidance of party building,multi-party linkage,the integration of resources,and the construction of a platform,we have democratically built a rural collective property rights management and development mechanism and a village collective economic development model that are vertically to the edge,horizontal to the end,and co-managed from top to bottom.Centering on a variety of collective economic development paths,such as industry-led type,resource development type,asset management type,service value-added type,shareholding cooperation type,and property management type,we continue to increase the stock of collective income and optimize the increment,while realizing the increase of village collective income and the sustained and steady prosperity of the peasant masses,thus setting a benchmark for the reform of the rural collective property right system and the development of the village collective economy in the whole province.
