摘　　要：自2019年12月新冠疫情暴发以来,全世界社会经济都遭受不同程度的影响,各国政府为应对疫情也采取了相应措施。在日本,首都圈疫情尤为严重。日本于2021年发布的《令和2年度(2020年)首都圈整备规划年度报告》中分析探讨了新冠疫情背景下,首都圈城市生活的变化、疫情应对以及软硬件一体化的防灾减灾措施,以减轻首都圈面临的各种灾害风险,实现构建活力社会的目标。本文以该报告为基础结合相关资料,介绍了日本首都圈在新冠疫情影响下的应对情况和近期发展动向,并从避难场所规划建设、区域联防联动机制建立、灾害风险与经济的平衡、多治理主体共同参与等角度总结了其对我国城市发展过程中灾害风险应对的启示。Since the COVID-19 pandemic broke out in December 2019,socioeconomics all over the world have been affected to different degrees,and governments have taken a variety of responses to the outbreak.The COVID-19pandemic is particularly dangerous in Japan’s capital region.Recently,Japan studied changes in urban life in the capital region in the context of the COVID-19 pandemic,as well as the response to the pandemic,and integrated disaster preparedness and mitigation measures to establish a vibrant society in the “Annual Report on the Capital Region Development Plan for the Year 2020”.Based on the report and related materials,this study discusses the response and recent development trends in the Japanese capital region under the influence of the COVID-19 pandemic and analyzes its implications for risk response in the development of Chinese cities from the perspectives of shelter planning and construction,the establishment of regional joint prevention and linkage mechanisms,the balance between risk and economy,and the joint participation of multiple governance entities.
