历史问题的和解:构想与实践——以安倍政府对韩政策为例

摘　　要：日本与东亚各国间的历史问题是东亚地区国家间合作的重要障碍,而日韩历史问题争端是其重要代表,其影响逐渐从政治、历史领域向社会、经济领域转移。安倍晋三作为保守主义政治家,始终致力于摆脱战后体制束缚,在其执政期间所实施的推动历史问题和解的政策,具有较强的代表性。安倍政府为解决日韩历史问题,分别采取了“金元外交”、国际司法解决、共同历史研究以及搁置争议等方式,但均因存在不可避免的局限性而未能取得预期效果。笔者认为,要想促进历史问题的和解,需要重点在和解时机、和解主体以及和解过程等方面努力,其中政府接受历史事实、承认历史责任是必要基础,做好历史问题的事实性、政策性研究是重要条件,发挥媒体、非政府组织、跨国公司等非国家行为体作用是重要补充。历史问题是历史遗留的产物,实现历史问题和解最有效的路径是在历史进程中通过历史的方式循序渐进地解决。Historical issues between Japan and East Asian countries is an important obstacle of cooperation between countries in East Asia,among which,the representative dispute between Japan and South Korea on historical issues has gradually transferred its influence from political and historical fields to social and economic fields.Conservative politician Abe aimed to free Japan from the shackles of a postwar order,under his administration,Japan's historical reconciliation policy was representative.In order to solve the historical issues between Japan and South Korea,the Abe administration has adopted methods such as"Dollar Diplomacy",practice of international judiciary,joint historical research and shelving disputes,but they all failed to achieve the desired results because of inevitable limitations.This article holds that to promote the historical reconciliation,efforts should be made in timing,subject and process of reconciliation.The government's acceptance of historical facts and recognition of historical responsibility is a necessary foundation,factbased and policy-based research on historical issues is a key condition,giving full play to the role of non-state actors such as media,Non-Governmental organizations and transnational corporations is an important supplement.In short,the most effective way to reconcile historical issues is to solve them step by step in the historical process.
