摘　　要：数字经济政策是日本政府的施政关键点之一,其数字经济战略的核心是构筑日本的经济塑造力、行政主导力、社会问题解决力,并显著提升其数字竞争力。数字经济繁荣所带来的“数字破坏效应”,可以释放日本的经济发展潜能,助力改革僵化的行政制度体系,化解因少子老龄化、地区发展差距等问题产生的社会矛盾,提升日本的数字竞争力与规则制定能力。日本政府的数字经济政策也存在着执政任期限制、国内经济发展趋向及地缘安全影响等挑战因素。对中国而言,日本政府数字经济政策有一定的借鉴意义。The digital economy policy is one of the key points of the Japanese government's governance.The core of its digital economy strategy is to build Japan's economic shaping power,administrative leadership,and social problem-solving power,and significantly enhance its digital competitiveness.The"digital disruption effect"brought about by the prosperity of the digital economy can unleash Japan's economic development potential,help reform the rigid and centralized administrative system,bridge social conflicts such as"low birthrate and aging population"and regional development gaps,and enhance Japan's digital competitiveness.and rule-making power.On the other hand,Japanese government's digital economy policy also has challenges such as restrictions on the term of office,domestic economic development trends,and geo-security impacts.For China,Japanese government's digital economy policy also has acertain reference significance.
