卫生政治文化视角下我国新冠疫情防控实践透视

摘　　要：卫生政治文化是政治文化在卫生领域的具体表现,是一个国家在卫生实践中所表现出的政治倾向。卫生政治文化通过卫生体系文化、卫生过程文化、卫生政策文化三个层次影响卫生政治实践,而三个层次的卫生政治文化又涵盖国家和人民两个维度的各项要素。透视我国新冠疫情防控实践,卫生体系文化是“源”,卫生过程文化是“流”,卫生政策文化是“形”。优化我国新冠疫情防控,必须坚持生命优先的公共价值理念,构建以“人民至上、生命至上”为价值导向的抗疫卫生政治体系;强化两维并重的公共责任意识,实现以政府及时回应与人民群众政治素养不断提高为关键环节的“双增互嵌”抗疫卫生政治文化过程效应;营造崇尚公共精神的社会氛围,促进“共建共享”理念有效转化为抗疫卫生政治文化政策。Health political culture is the concrete expression of political culture in the health field and the political tendency of a country in health practice.Health political culture affects health political practice through three levels:Health System Culture,Health Process Culture and Health Policy Culture.The three levels of health political culture also cover various elements in the two dimensions of the country and the people.Given the COVID-19 Epidemic Prevention and Control in China,the Health System Culture is the“Root”,the Health Process Culture is the“Method”,and the Health Policy Culture is the“Form”.To optimize the COVID-19 Epidemic Prevention and Control in China,the public value concept of giving priority to life must be adhered to,and a Health Political System guided by the value of“People First and Life First”must be built.We should also strengthen the awareness of public responsibility with equal emphasis on two dimensions,realize the process effect of“Double Increase and Mutual Embedding”of health political culture with the timely response of the government and the continuous improvement of the people’s Political Literacy as the key link,create a social atmosphere that advocates the public spirit,and promote the effective transformation of the concept of“co-construction and sharing”into health political and cultural policies.
