耕地保护目标下的全域土地综合整治工作探究

摘　　要：耕地是乡村土地的重要组成部分,耕地保护是保障农村发展的重要环节。耕地面积呈现逐年降低趋势,且发展过程中农村地区出现了耕地碎片化、土地资源利用低效化、生态质量退化等问题,以往目标单一、手段单一的土地整治项目无法解决耕地出现的综合性问题,自然资源部门为助推乡村振兴、践行生态文明而实施的全域土地综合整治是未来进行耕地保护的有效途径。本文通过以耕地保护为目标,探究耕地保护跟全域土地综合整治之间的内涵与关联,指出推进工作中存在的问题,并提出了相关建议。Cultivated land is an important part of rural land and cultivated land protection is also an important link to ensure rural development.With the decrease of cultivated land area year by year,there are problems such as fragmentation of cultivated land,inefficient use of land resources and degradation of ecological quality in rural areas in the process of development.The previous land consolidation projects with single goal and single means cannot solve the comprehensive problems of cultivated land protection.The comprehensive land consolidation implemented by the natural resources department is in order to promote rural revitalization and practice ecological civilization,which is an effective way to protect cultivated land in the future.Based on the goal of cultivated land protection,the connotation and correlation between cultivated land protection and comprehensive land consolidation was explored,the possible problems in the promotion work were pointed out,and relevant suggestions were put forward.
