摘　　要：西部大开发的成败关乎经济增长、消费增长和居民福利。本文首次采用合成控制法测度了西部大开发的实施对西部各省份经济增长和消费增长的净影响,并基于补偿性等价法测算了福利效应。结果表明,西部大开发的三维政策效果均存在明显的异质性特征,促进了半数省份的经济增长,有效拉动了少数省份的消费增长和增进了少数省份的居民福利,但相比促进经济增长,其释放消费潜力和改善民生福祉的作用有待更充分发挥。本文研究丰富了西部大开发政策效果的相关文献,为深入实施西部大开发战略时精准施策提供了科学依据,也为中国制定落后地区经济发展相关政策提供了经验证据。The success of the large-scale development of western China is vital for economic growth, consumption growth and residents’ welfare. This paper firstly adopted the synthetic control method to investigate the net impact of the implementation of largescale development of western China on these provinces’ economic growth and consumption growth, and then evaluated its welfare effect using the compensatory equivalence method. The results showed that, there were obvious heterogeneous characteristics in the three-dimensional policy effectiveness of the large-scale development of western China. Firstly, the strategy has stimulated economic growth in half of western provinces. Secondly, for a small number of provinces, consumption growth and residents’ welfare have effectively improved. Finally, compared with the function of promoting economic growth, the functions of releasing consumption potential and improving people’s well-being need to be fully utilized. The results of this paper not only helped to enrich the researches in this aspect, but also provided scientific basis for precise implementation. Furthermore, the results also provided empirical evidence for the economic development policy formulation in undeveloped regions.
