从劳动力再生产视角看中国特色反贫困理论

摘　　要：贫困包括绝对贫困和相对贫困。绝对贫困下个人和家庭劳动力再生产无法正常进行。相对贫困下个人和家庭劳动力虽然可以维持再生产,但劳动力数量和质量受到严格限制。消除贫因必须在增加社会剩余的基础上。建立促使更多社会剩余劳动转化为必要劳动的社会制度。从劳动力再生产视角看,中国特色反贫困实践是通过生产资科公有制改造为剩余劳动的转化提供制度保障,通过改革开放发展生产力为剩余劳动的转化提供物质基础,通过精准扶贫促进剩余贫困人口摆脱贫困。中国特色反贫困理论是坚持党对扶贫事业的统一领导。塑造贫困人口劳动力再生产的社会主义模式:完善和发展中国特色社会主义制度,促进贫困人口的劳.动力再生,产的顺利进行和有序演进;坚持扶贫开发与精准扶贫相结合,丰富和发展贫困人口劳动力再生产补偿方式;坚持扶贫与“扶志”和“扶智”相结合,培育贫困人口劳动力再生产的非物质条件。Poverty includes absolute poverty and relative poverty Under absolute poverty,individual and household labor force reproduction cannot be carried out normally Under relative poverty individual and household labor force reproduction can be maintained but the quantity and quality of labor are strictly limited.To eliminate poverty,it isnecessary to establish a social system that promotes the transformation of more social surplus labor into necessary labor on the basis of increasing social surplus labor From the perspective of labor force reproduction,the anti-poverty practice with Chinese characteristies provides institutional guarantee for the transformation of surplus labor through the transformation of public ownership of the meansof production,provides material basis for the transformation of surplus labor through the development of productive forces by means of reform and opening up,and promotes the remaining poor people to get rid ofpoverty through targeted poverty alleviation.The anti-poverty theory with Chinese characteristies adheres to the unified leadership of the Chinese Communist Party over poverty alleviation to shape a socialist model of labor force reproduction of the poor people:adheres to and improves the socialist system with Chinese characteristics to promote the smooth progress and orderly evolution of labor force reproduction of the poor people;adheres to the combination of poverty alleviation and development and targeted poverty alleviation to enrich and develop the compensation mode for labor force reproduction of the poor people;and adheres to the combination of poverty alleviation and“increasing people's confidence and enriching their knowledge”to cultivate non-material conditions for labor force reproduction of the poor people.
