特定区域国土空间专项规划编制研究——以蒙山生态文明实践区为例

摘　　要：专项规划是国土空间规划体系“五级三类”的重要组成部分。目前全国各级国土空间总体规划编制工作在有序推进,有关专项规划也在新规划体系语境下进行重构调整。从空间规划和发展规划关系视角出发,分析了专项规划的内涵,对特定区域国土空间专项规划的特点进行了解读。以山东省临沂市蒙山生态文明实践区(以世界地质公园为主体)国土空间规划为例,从跨界地区生态空间治理路径、行政主体有限事权下的规划内容、上下联动的规划编制体系三方面,对市级特定区域国土空间专项规划编制重点问题进行了初步探索和总结。Specialized planning is one of the important components of national territory spatial planning system. Compilation of territory spatial plan is going on smoothly following schedules, and special plans are also going through adjusting. This paper analyzes the connotation and features of specialized planning on the perspective of spatial planning and development planning. Exemplified by Mengshan Geo-Park in the city of Linyi in Shandong province, the exploration of spatial planning in specific region is interpreted in three aspects: the spatial governance of trans-boundary eco-area, the adjusted planning contents for limited administrative function, and working mechanism at different levels.
