摘　　要：构建和完善公共卫生安全空间体系对于提升城市系统应对公共卫生风险韧性、引导国土空间更好支撑公共卫生服务体系、营造良好生产生活和疫情防控环境等具有重要意义。以全周期管理、网络化布局、多领域联动为理念,梳理了城市“流空间”系统和公共卫生安全之间“人”“地”“物”的联系。基于“流空间”理论,利用城市“流空间”系统所涉及的“人—地—物”要素时空耦合关系,以“防控框架—设施布局—空间策略”为路径凝练出公共卫生安全空间体系构建范式,进而从多领域合作、各层级衔接和跨区域协同方面,提出构建城市公共卫生安全空间体系的规划实践策略,以期在国土空间规划领域为城市公共卫生安全赋能提供政策参考。The construction and improvement of a space system for public health security are of great significance to enhance the resilience of the urban system to deal with public health risks, to guide the land space to better support the public health service system, and to create a good environment for production and life and epidemic prevention and control. Based on the concepts of full-cycle management, network layout, and multi-center linkage, this paper combs the relationship between the urban "flow space" system and public health security. Based on the theory of "flow space" and making use of the spatio-temporal coupling relationship of "human – epidemic-land" elements that are involved in the vertical and horizontal ecological process of urban "flow space" system, this paper puts forward the construction paradigm of public health safety space system according to the path of "prevention and control framework-facility layout-space strategy". Furthermore, the planning practice strategy of constructing an urban public health safety space system is put forward from the aspects of multi-field cooperation, various levels of convergence, and cross-regional cooperation. This study provides policy-making references for urban public health and safety empowerment in the field of land and space planning.
