新冠肺炎疫情医学隔离中的公共利益与个人利益的协调性研究

摘　　要：医学隔离涉及公共利益和个人利益的矛盾,并逐渐成为一个重要公共卫生管理问题。研究通过分析新冠疫情医学隔离中公共利益和个人利益的构成,运用经济学成本-效益思想和模式,探讨医学隔离的必要性及公共利益与个人利益如何协调的问题。医学隔离中,为实现公共利益的放大,个人部分权利要暂时让渡给社会,须要给予被隔离者相应的人格尊重、隐私保护和经济补偿,构建医学隔离利益平衡可持续协调机制,为全球公共卫生健康共同体提供解决方案。Medical isolation involves the contradiction between public interest and individual interest,and gradually develops into an important public health management problem.By analyzing the components of the public interest and the private interest in the medical isolation,this paper discussesits necessity and the problem of how to coordinate public interest and private interest in medical isolationusing cost-benefit ideas and models in economics.To realize the amplification of public interest,some rights of individuals in medical isolation are temporarily ceded to society.More personal respect,privacy protection and economic compensationshould be given to the isolated people.A sustainable and good coordination mechanism for the balance of benefits of medical isolation should be built to provide solutions for the construction of a global public health community.
