摘 要:综合电子信息系统是打赢未来战争的基础,探索一条具有中国特色的综合电子信息系统工程建设道路,对加快信息化武器装备发展具有重要的战略意义。文中从重大工程建设的角度,重点研究了美国在综合电子信息系统建设中的组织管理、制度建设、决策机制、评估方法、建设方法手段和追责问责办法等主要方法。在深入分析美国主要做法举措的基础上,从加强统一领导、强化制度建设、聚焦作战需求、加强效果评估等方面提出加快我国重大工程建设的建议。Integrated electronic information system is the foundation of winning future wars. Exploring a road of integrated electronic information system engineering construction with Chinese characteristics is of great strategic significance for accelerating the development of information weapons and equipment. From the point of view of major project construction, this paper focuses on the main methods of organization and management, system construction, decision-making mechanism, evaluation methods, construction methods, and accountability methods in the construction of major engineering. Based on an in-depth analysis of the main practices and measures of the United States, this paper puts forward some suggestions on accelerating the construction of major projects in China from the aspects of strengthening unified leadership, strengthening system construction, focusing on operational requirements, and strengthening effect evaluation.
