新冠疫情中武汉定点医院床位供需矛盾研究

摘　　要：武汉定点医院床位供需矛盾严重,导致疫情防控进程延长。矛盾的形成既有需求侧方面的原因,也有供给侧方面的原因。解决这个矛盾,要从两个方面对症施策。需求侧方面,先防控后定性,控制感染人数及其对医院床位的需求。供给侧方面,平战结合:平时增加传染病医院床位储备,建立普通医院公共卫生储备计划;战时科学决策,将紧缺资源优先用于既有普通医院床位改造,避免临时新建医院;及时启动方舱医院建设。The contradiction between supply and demand of the designated hospital beds in Wuhan was serious,which led to the extension of the epidemic prevention and control process.The contradiction has both the demand side reasons and the supply side reasons.Countermeasures should be taken from two aspects to solve the contradiction.On the demand side,prevention and control should be carried out first and then determination,so as to control the number of infections and its demand for hospital beds.On the supply side,peacetime-wartime combining,we should increase the beds reserve of infectious diseases hospitals and establish a plan for public health reserve in general hospitals in peacetime.In wartime,scientific decisions should be made to give priority to the reconstruction of existing general hospital beds with scarce resources,avoiding the temporary construction of new hospitals.The construction of square cabin hospitals should be started in time.
