四川涉藏地区社会治安防控存在的问题及对策

摘　　要：加强社会治安防控工作,宏观上是推进平安中国建设、实现国家治理体系和治理能力现代化的战略工程,微观上是维护地方社会治安秩序、促进经济平稳发展的重要保障。新时期,涉藏地区社会公共安全建设面临着新的形势,呈现出一些新特征,面临一些新挑战。近年来,四川涉藏地区扎实推进社会治理,平安创建取得历史性成效,但还存在一些短板和弱项。对此,应着重从以下方面因情施策,一是加强四川涉藏地区治安防控力量,二是推动四川涉藏地区巡逻防控网建设,三是大力宣传法律知识,提高居民法律意识,四是充分利用科技信息手段,加快视频监控防控网建设,五是着力完善立体化社会治安防控机制,六是强化四川涉藏地区社会化治安防控体系建设。Strengthening the social security prevention and control work is the strategic project to promote the construction of safe China and achieve the modernization of national governance system and governance capacity on macro level,and also is the important guarantee to maintain local social security order and promote the steady de⁃velopment of the economy on micro level.The construction of social security in Tibet-related areas is facing a new situation in the new era,presenting some new features and facing some new challenges.In recent years,Tibet-re⁃lated areas in Sichuan have made solid progress in social governance and achieved historic results in peace and se⁃curity.However,there are still some weaknesses.It is suggested to strengthen prevention and control,promote pa⁃trol net construction,broadcast legal knowledge,enhance law consciousness of resident,accelerate the construction of video monitoring control network with science and technology,improve the three-dimensional public security pre⁃vention and control mechanism,and strengthen the construction of social security prevention and control system.
