摘　　要：随着科学技术的革新,国家无人机介入的场域也在不断扩张。为规范国家无人机飞行活动,促进其介入行为的正当性、合法性,推进国家无人机执法规范化建设已迫在眉睫。国家无人机执法规范化建设主要面临着现行法律规范位阶较低、法律规范之间衔接不畅、法律人格地位不清等现实挑战。宏观层面需要重筑国家无人机飞行监管体制、协调各法律系统间的衔接关系、厘清国家无人机法律人格地位,以此推进国家无人机执法在法治轨道上良序运转,助力法治国家、法治政府、法治社会一体目标实现。National UAVs are being used more and more widely with the innovation of science and technology.It is urgent to promote the standardized construction of national UAV law enforcement so as to regulate the flight ac⁃tivities and promote the legality and justice.Challenges of the construction include low level of current legal norms,poor connection between legal systems and unclear legal personality status.On the macro level,supervision system should be reconstructed,the connection between various legal systems should be coordinated,and the legal person⁃ality status of national UAVs should be clarified to promote the orderly operation and contribute to the integrated construction of a country under the rule of law,a government under the rule of law and a society under the rule of law.
