农业产业链与创新链的协同过程、协同类型及协同模式——以花生产业为例

摘　　要：构建面向现代农业的产业链与创新链协同运作机制是科技管理及农业政策领域的重大选题。在分别对产业链与创新链的协同过程、类型及模式进行理论分析的基础上,采用复合系统协同度模型对河北省11市花生产业链与创新链协同度进行测算。研究发现:产业链与创新链的协同会经由协同效益较低的初始阶段,逐步发展到“产业—技术”互推互促的动态循环高级阶段;产业链与创新链的协同包含主体协同和技术节点协同两大类别,以及市场拉动和项目推动2种模式;近10年来,河北省花生产业链与创新链协同度在0.36~0.57间波动上升,并呈现冀东、冀中、冀南、黑龙港、冀北依次递减趋势,且随着时间发展差距逐渐缩小。Building a cooperative operation mechanism of industrial and innovation chain facing modern agriculture,which has become a major topic in the field of scientific and technological management and agricultural policy.Based on the theoretical analysis of the coordination process,type and mode of the industrial chain and the innovation chain respectively,we used the composite system coordination model to measure the synergy between the peanut industry chain and the innovation chain in 11 cities in Hebei Province.Research finding:The collaboration between industrial chain and innovation chain will pass through the initial stage of low synergistic efficiency development to the advanced stage of the dynamic cycle gradually.The coordination of industrial chain and innovation chain includes main body coordination and technology node collaboration,as well as the two main modes of market drive and project promotion.In the past 10 years,the coordination degree of peanut industry chain and innovation chain in Hebei Province has increased between 0.36 and 0.57,and shows an overall decreasing trend of eastern Hebei,central Hebei,southern Hebei,Heilongggang and northern Hebei,and the development gap has gradually narrowed with time.
