路径依赖、关键节点与北京旅游市场监管制度变迁——基于历史制度主义的分析

摘　　要：旅游业是我国重点培育的战略性支柱产业,加强对旅游市场的监管是国家越来越重视的议题。北京是全国首屈一指的旅游城市,也是较早专门进行旅游市场监管制度设计的城市,同时,该市又长期受到一些旅游市场失范行为的影响;其相关制度经历了从《北京市旅游管理条例》到《北京市旅游条例》的“废旧立新”变迁后,对加强旅游监管、稳定旅游市场秩序乃至维护首都形象起到了积极作用。借助历史制度主义理论工具分析该变迁过程发现:北京市旅游市场监管制度经历了旅游部门进行“行业管理”路径依赖、在“一日游”市场整治关键节点上成为多部门“综合监管”的制度“突变”两个时期。分析该过程及其逻辑,有助于弥补北京旅游监管制度研究中历史维度的不足,丰富旅游制度研究理论;对我国旅游市场监管制度优化方向有启示意义;对北京市其他跨部门监管制度完善也有借鉴意义。Tourism is a strategic pillar industry cultivated in China.Strengthening the supervision of tourism market is a topic that the country pays more and more attention to.Beijing is not only the leading tourist city in China,but also the city that designed the tourism market supervision system earlier.At the same time,the city has been affected by some anomie behaviors in the tourism market for a long time.After the innovation of“waste and innovation”from Beijing tourism management regulations to Beijing Tourism regulations,its relevant systems play an important role in strengthening tourism supervision,stabilizing tourism market order and even maintaining the image of the capital.By analyzing the change process with the theoretical tools of historical institutionalism,it is found that the tourism market supervision system of the city has experienced two periods:The path dependence of the tourism department on“industry management”and the system“mutation”of multi department“comprehensive supervision”at the critical juncture of“one-day tour”market regulation.The analysis of this process and its logic will help to make up for the deficiency of the historical dimension in the study of Beijing’s tourism supervision system and enrich the theory of tourism system research.It also has enlightenment significance for the optimization direction of China’s tourism market supervision system.It also has reference significance for the improvement of other cross departmental supervision systems in the city.
