摘 要:危险废物利用处置有跨区域合作的必要性,但也有环境风险高、联合监管难度大的问题。基于高标准联合监管推动高质量跨区域合作的新形势,以上海市为例,根据危险废物跨省转移总体情况、产废企业、类别和流向,梳理了危险废物跨省转移现状与问题,并从跨省转移数量、企业稳定性、流向变化的趋势角度深入总结了危险废物跨省转移的规律和成因,进而提出了优化提升利用处置能力、分类强化跨区域合作、系统提升联防联控监管能力等方面的危险废物跨省转移管理对策,以期为完善新形势下的危险废物跨省转移管理政策提供参考。The regional cooperation of the disposal and utilization of hazardous waste,on one hand is essential and necessary,on the other hand,exists the problem of high environmental risk as well as the difficulty in joint supervision.In the new trend of high-quality regional cooperation promoted by high-standard joint supervision,taking Shanghai as example,this article classifies and analyzes the current situation and problems of hazardous waste trans-provincial transfer,mainly from the general quantity,waste-generation enterprises,categories and flow direction of hazardous waste trans-provincial transfer.Besides,based on the analysis of trans-provincial transfer quantity,enterprises stability and the vary of hazardous waste flow,this article makes an in-depth conclusion of the rule and trend of trans-provincial transfer.Furthermore,this article makes several countermeasures in hazardous waste trans-provincial transfer,such as optimizing and improving the utilization and disposal capacity,strengthening regional cooperation by classification,improving supervision of joint-prevention and control systematically,and so on,which is expected to provide reference for improving the management policy of trans-provincial transfer of hazardous waste under the new situation.
