因子分析视角下“惠台新政”满意度及其影响因素探究——基于在陆台胞群体的调研

摘　　要：从在陆台胞群体的视角考察“惠台新政”的满意度及其影响因素,有助于检视政策过程存在的问题,找准进一步提升惠台政策效果的着力点。因子分析结果显示,在陆台胞群体对于“惠台新政”总体满意度较高主要缘于“政策作用和影响”因子获得高度认可,反映台胞对于静态的政策文本内容及其所预设的政策目标给予较高肯定。但是,受访台胞对于政策过程链条上的部分环节仍然抱有更高期待,特别是对于“政策执行和落实”因子的满意度仍有待提升。从群内差异来看,“惠台新政”实施效果在台胞群体中存在一定程度的“满意度落差”现象,具体表现为不同职业、不同年龄段、常住大陆不同区域或者在大陆累计居住时间不同的台胞对于“惠台新政”满意度的差异具有显著性。当前,针对“惠台新政”执行中面临的“梗阻”问题,建议从培育典型案例、建立容错机制、完善追责方式、提升宣传效果四个方面改善政策过程。It is helpful to investigate the satisfaction of China’s New Favoring Taiwan Policy and its influencing factors from the perspective of Taiwan Residents compatriots in the mainland which examines the existing problems in the policy and finds out the key points to further improve the effect of favoring Taiwan policy.According to the factor analysis results,the high overall satisfaction of Taiwan Residents compatriots in the mainland is mainly due to the high recognition of the Policy Effect and Influence factor,which reflects that Taiwan Residents compatriots give high recognition to the static text content of China’s New Favoring Taiwan Policy and its preset policy objectives.However,the interviewed Taiwan Residents compatriots still have high expectations for some links in the policy process chain,especially for the Policy Execution and Implementation factor.From the perspective of intra-group differences,there exists a certain degree of Satisfaction Gap phenomenon in the implementation effect of China’s New Favoring Taiwan Policy among Taiwan Residents compatriots.It is embodied in the significant differences in Taiwan Residents compatriots’satisfaction with different occupations,different age groups,permanent residence in different regions of the mainland or different cumulative residence time in the mainland.At present,in view of the Obstruction problems encountered in the process of policy implementation,it is suggested to improve the policy process from four aspects:cultivating typical cases,establishing fault-tolerant mechanism,perfecting the accountability methods and enhancing the publicity effect.
