双碳目标背景下中国数字经济健康发展的策略研究

摘　　要：客观认识数字经济碳足迹问题的重要性是实现双碳目标和推动数字经济健康发展的前提。相较于以往的纵向研究,文章横向分析数字经济与双碳目标之间的内在机理,发现要实现数字碳中和,现阶段还存在着国家对数字碳中和的强制性管控有待加强、企业数字碳信息披露不主动不充分、消费者对数字碳中和的引领度居于被动地位等问题,这可能会引起碳高峰锁定甚至掣肘“30·60”双碳愿景如期实现的负外部影响。因此,国家应制定强制性低碳监管制度和安全港机制,企业应加强对数字基础设施碳信息捕捉与披露的积极性与科学性,消费者应主动引领社会走向数字碳中和,协同推进经济发展和环境的共赢。Objectively understanding the importance of the carbon footprint of the digital economy is the premise to achieve the dual carbon goals and promote the healthy development of the digital economy.Compared with previous longitudinal studies,this paper analyzes the internal mechanism between the digital economy and the dual carbon goal horizontally,and finds that,to achieve digital carbon neutrality,the national mandatory control over digital carbon neutrality needs to be strengthened,enterprises do not disclose digital carbon information sufficiently and actively,and the lead of digital carbon neutrality of consumers is passive.All these may lead to negative external impacts on locking in carbon peaks and even hinder the realization of the“30·60”dual-carbon vision as scheduled.Therefore,the state should formulate a mandatory low-carbon regulatory system and a safe harbor mechanism.Enterprises should strengthen the enthusiasm and scientificity of the capture and disclosure of carbon information in digital infrastructure.Consumers should take the initiative to lead the society towards digital carbon neutrality and promote economic development in concerting a win-win situation with the environment.
