分业监管模式下我国监管科技融合发展研究

摘　　要：我国当前发展监管科技面临的主要问题,从根本上说是分业监管形成的条块分割和重复建设无法满足全面、高效监测金融风险需求之间的矛盾。从监管科技融合发展的角度,针对性地提出了以统筹协调来弥补分业监管模式不足的政策建议:近期应统一监管数据采集,统一金融监管部门的风险监测,提高监管科技资金使用效率,完善数据真实性监管机制,完善金融监管数据共享机制;未来应进一步考虑成立全国统一的金融监管科技部门,架构统一的国家级金融监管科技云平台。At present,the main problem faced by the development of regulatory technology in China is the contradiction between the segmentation and repeated construction formed by separate supervision,and the needs of comprehensive and efficient monitoring of financial risks.From the perspective of regulatory technology integration,this paper puts forward policy suggestions that we should use overall planning and coordination to make up for the weakness of the separate supervision mode.In the near future,we should unify data collection,unify risk monitoring,improve IT funds,improve data authenticity regulatory mechanism,and improve the data sharing mechanism.In the far future,we should establish a unified national department of financial regulatory technology and a unified national financial regulatory technology cloud platform.
