摘　　要：为提高广东省公益性大中型水库运行管理水平,针对广东省公益性大中型水库运行管护存在的“两费”投入严重欠缺、责任人履职尽责不足、管理机制僵化、岗位职责不明确等方面存在的主要问题,从提级管理、严格落实责任制、健全管护机制、推行运行管护物业化、建管并重投入管护资金、推行水库安全运行管理标准化建设、严格制度执行、加强人才队伍建设以及提高信息化管理水平等角度提出了公益性大中型水库运行管护对策,使大中型水库运行管护全面步入良性发展阶段,充分发挥其作为防御水旱灾害、调配水资源、维护水生态、保护水环境,保障人民日益增长的美好生活需要的重要基础设施作用。In order to improve the operation and management level of large and medium-sized public welfare reservoirs in Guangdong Province.In view of the main problems existing in the operation,management and protection of public welfare large and medium-sized reservoirs in Guangdong Province,such as the serious lack of"two fees"investment,the lack of due diligence of the responsible person,the rigidity of the management mechanism and the unclear post responsibilities,this paper focuses on strictly implementing the responsibility system,improving the management and protection mechanism,promoting the property management of operation,management and protection,and paying equal attention to the investment of management and protection funds From the perspectives of carrying out the standardized construction of reservoir safe operation management,strict system implementation,strengthening the construction of talent team and improving the level of information management,this paper puts forward the Countermeasures for the operation management and protection of public welfare large and medium-sized reservoirs,so as to make the operation management and protection of large and medium-sized reservoirs step into a benign development stage,give full play to its role in preventing flood and drought disasters,allocating water resources,maintaining water ecology and protecting water environment,The important role of infrastructure in ensuring the people's growing needs for a better life.
