浙江省排污权二级交易市场现状问题探析

摘　　要：排污权二级市场是真正实现市场调控,优化资源配置的关键环节,对于推动企业节能减排,改善环境质量具有重要意义。浙江省排污权二级市场形成已久,但始终活跃度不高,文章通过调查分析阻碍浙江省排污权交易运行存在的诸如计量设备不足、一级市场储备富余、交易指标单薄、跨地交易机制不畅等现状问题。结合当下浙江省数字改革大环境,从完善硬件设施、降低交易成本、增加交易要素、强化运维保障四个方面对浙江省排污权交易二级市场进行完善,并提出了相关的建议措施。The secondary market of emissions trading is the key of controlling the market and optimizing resources allocation,which is important to promote energy conservation of enterprises and improve environmental quality.The secondary market of emissions trading in Zhejiang Province has been formed for a long time but is not active all the time,so we investigated and analysed the factors that hinder the transaction,such as lacking of the measure equipment,surplus of the primary markets stocks,little trading indicators,and no smooth trans-regional trading schemes.Combined with the digital-oriented reform in Zhejiang Province,we put forward some corresponding suggestions and measures to improve the secondary market of emissions trading through perfecting hardware facilities,reducing transaction costs,adding transaction elements and strengthening operation.
