摘 要:目的评价福州市区县级疾病预防控制体系基础建设和人力资源状况。方法2020年5—7月调查福州市区县级12家疾病预防控制机构的基础设施和人员。结果各区县级疾病预防控制机构应配备用房建筑面积为48750 m^(2),现有建筑面积35252 m^(2),平均建筑面积2937.65 m^(2),总达标比例为72.31%,实验室占建筑面积比例为28.33%,五区实验室面积比例高于七县,差异有统计学意义(χ^(2)=399.97,P<0.01)。共有核编人员473人,在岗人员415人,在岗比例为87.74%。按照人口计算每10万常住人口疾病预防控制机构核编人数仅为7.14人。五区核编人员比例高于七县,差异有统计学意义(χ^(2)=7.95,P<0.01),七县专技人员比例高于五区,差异有统计学意义(χ^(2)=44.39,P<0.01),五区和七县人员职称比例和学历比例差异有统计学意义(P<0.01)。结论当前福州市区县级疾病预防控制体系已无法满足要求,要充分利用新形势下疾病预防控制体系发展机遇,加快疾病预防控制体系建设。Objective To evaluate the infrastructure construction and human resources of disease prevention and control system at the district-county level in Fuzhou.Methods From May to July 2020,the infrastructures and personnel of 12 disease prevention and control institutions at the district-county level in Fuzhou were investigated.Results The built-up area of the housed that should be provided for disease prevention and control institutions at the county and district levels is 48750 m^(2),the existing built-up area is 352512 m^(2),the average built-up area is 2937.65 m^(2),72.31%reached the standard,the proportion of laboratories in the built-up area was 28.33%,and the area proportion of laboratories in the five districts was higher than that in the seven counties,the difference was statistically significant(χ^(2)=399.97,P<0.01).There were 473 approved personnel with establishment in total and 415 on-the-job personnel,with an on-the-job ratio of 87.74%.According to the population calculation,the number of approved personnel with establishment in disease prevention and control institutions among 100000 permanent residents was only 7.14 on average.The proportion of approved personnel with establishment in five districts was higher than that in seven counties,the difference was statistically significant(χ^(2)=7.95,P<0.01),and the proportion of professional technicians in seven counties was higher than that in five districts,the difference was statistically significant(χ^(2)=44.39,P<0.01),and there were significant differences in the proportion of professional titles in five districts and the seven counties,so as the educational background,the difference was statistically significant(P<0.01).Conclusion At present,the district-county level disease prevention and control system in Fuzhou urban district can not meet the requirements.We should fully seize the development opportunity of disease prevention and control system in the new situation and accelerate the construction of disease prevention and control system.
