摘　　要：公众视角下的工程监理企业应展现出独立、公正和雷厉风行的形象,然而工程监理企业及监理人员普遍认为自身话语权不足。为了向监理企业转型提供意见,从工程监理企业话语权角度研究工程监理的发展现状。通过系统分析工程监理企业话语权的影响因素,采用问卷调研及专家打分法构建了工程监理企业话语权评价指标体系,确定了工程监理企业话语权评价指标体系的权重,并以S公司为例,运用模糊综合评价法对其话语权进行了评价。结果表明,工程监理企业话语权评价模型包含法律法规赋权、监理合同赋权、监理行业影响力、监理企业影响力、监理项目部影响力和监理工程师个人影响力6个一级指标,S工程监理企业话语权处于中等水平。构建的工程监理企业话语权评价模型及案例研究,有利于各方客观认识工程监理企业话语权现状,并为工程监理制度的改革提供有益参考。From the public perspective,engineering supervision enterprises should show the image of being independent,fair and resolute,but engineering supervision enterprises and supervisors generally believe that their own discourse power is insufficient.In order to provide opinions to the transformation of supervision enterprises,the development status of engineering supervision is studied from the perspective of the discourse power of engineering supervision enterprises.Through the system analysis of the influence factors of engineering supervision enterprise discourse,using questionnaire survey and expert scoring method,the paper builds the engineering supervision enterprise voice evaluation index system,determines the engineering supervision enterprise voice evaluation index system weight.Taking S company as an example,the fuzzy comprehensive evaluation method is used to evaluate its discourse power.The results show that the discourse power evaluation model of engineering supervision enterprise includes six first-level indicators:legal and regulation empowerment,supervision contract empowerment,supervision industry influence,supervision enterprise influence,supervision project department influence and personal influence of supervision engineers.And the discourse power of S engineering supervision enterprise is in the medium level.The evaluation model and case study of discourse power of engineering supervision enterprises are conducive to all parties to objectively understand the current situation of discourse power of engineering supervision enterprises and provide useful reference for the reform of project supervision system.
