科技金融驱动我国制造业竞争力提升的路径研究

摘　　要：制造业竞争力是衡量一国经济增长潜力和发展实力的重要指标,尤其对于后发国家而言,不仅应高度重视制造业发展,而且应适应制造业新发展趋势,学习和借鉴发达国家科技金融创新模式和经验,打造适应国情和本土制造业升级的科技金融体系,有力支撑制造业转型升级。我国制造业发展进入新的竞争阶段,既拥有十分广阔的发展前景,也面临着比较严峻的内外部发展形势。目前,我国科技金融体系在支持服务新阶段制造业转型升级方面取得了诸多成绩,但与全球制造强国相比仍有不足,在助力实现制造强国战略方面仍有薄弱环节。对此,本文认为我国应着力研究科技金融体制机制改革,加强资本市场与银行投融资服务创新,以制造业竞争力提升为中长期规划目标,依托科技金融政策与制度改革、银行投融资服务创新、多层次资本市场建设和金融科技发展,共同助力制造业竞争力提升。Manufacturing competitiveness is an important indicator to measure a country’s economic growth potential and development strength. Especially for late developing countries, we should not only attach great importance to the development of manufacturing industry, but also adapt to the new development trend of manufacturing industry, learn from the innovative models and experiences of sci-tech finance in developed countries, build a technological finance system that adapts to national conditions and the upgrading of local manufacturing, and strongly support the transformation and upgrading of the manufacturing industry. The development of China’s manufacturing industry has entered a new stage of competition, which not only has very broad development prospects,but also faces a relatively severe internal and external development situation. At present, China’s scientific and technological financial system has made many achievements in supporting the transformation and upgrading of the manufacturing industry in the new stage, but it is still insufficient compared with the global manufacturing power,and there are still weak links in helping to realize the strategy of a manufacturing power. In this regard, this paper believes that China should focus on the reform of the financial system and mechanism of science and technology,strengthen the innovation of capital market and bank investment and financing services, take the improvement of manufacturing competitiveness as the medium and long-term planning goal, and rely on the reform of science and technology financial policies and systems, the innovation of bank investment and financing services, the construction of multi-level capital markets and the development of financial technology to jointly promote the competitiveness of the manufacturing industry.
