长江国家文化公园建设中的国家目标、区域特色及规划建议

摘　　要：国家文化公园建设是当前我国实施的一项重大文化工程。在长江国家文化公园建设的过程中,要通过确立和传播中华文明的标志性符号象征、打造中华文化的超级IP,实现强化中华文化的对内凝聚力和对外传播力、影响力,创新中华文化向世界传播的情感叙事结构和“地理媒介”能力的国家目标。针对当前国家文化公园建设中存在的跨行政层级和艺术产业门类的超大体量文化空间如何管理运营、中央与地方的支出责任与事权如何划分、与已有的文化旅游战略之间如何统筹等痛点、难点问题,基于湖北特有的“千里江山、楚天画卷”人文地理特色、长江文明与世界大河文明交流对话的区域性比较优势等定位湖北的创造性作为。具体建设过程中需做到理论研究先于文本规划,以及实施作为先行区的项目规划,如建设长江国家博物馆,打造世界级“长江文明之心”武汉旅游目的地,建设武汉·世界大河对话论坛会址等。The construction of national cultural park is an important cultural project in China.The construction of Yangtze River National Cultural Park includes establishing and spreading the symbolic symbols of Chinese civilization,creating the super IP of Chinese culture,strengthening the internal cohesion and external communication power of Chinese culture,exerting a great influence on the world,and realizing the goal of national park construction.At present,there are some problems in the construction of national cultural parks,including how to manage the cross-industry super-large cultural space,how to divide the responsibilities of the central and local governments,and how to coordinate with the existing cultural tourism strategies.The construction of national cultural park should be based on the unique human geographical characteristics of Hubei province and fully reflect the worldwide advantages of Yangtze River civilization.In the specific construction process,the construction of the national cultural park should be theoretical research before text planning,as well as the implementation of the project planning of the pilot area,such as the construction of the Yangtze River National Museum,to build a worldclass tourism center in Wuhan,the construction of Wuhan and the world river dialogue forum.
