法国竞争力集群的建设经验及启示

摘　　要：在“未来工业主要消耗脑力”的理念推动下,近十余年来法国政府在其国土范围内打造区域性科技创新产学研竞争力集群,成为法国推动中小企业发展、孵化新兴产业创新项目、促进产业转型升级、增强工业竞争力的重要措施。竞争力集群通过区域化协同、注入研发资金、税收优惠政策、多层次筛选、外部独立评估、支持政策倾斜等机制,成功贯穿产学研通道、带动各方加大投入、引导社会资金参与、严把认证“入口”、预留淘汰机制“出口”、形成科技创新梯队格局。法国打造竞争力集群、增进区域科技创新网络的建设经验,对我国经济高质量发展、提高产业核心竞争力和区域创新能力具有一定的启示意义。Driven by the concept of“the future of industry mainly consumes brain power”,the French government has created regional science and technology innovation industry-academia-research competitiveness clusters,which has become an important measure to promote the development of small and medium-sized enterprises,incubate innovative projects in new industries,promote industrial upgrading and enhance industrial competitiveness in the past decade.Through regionalized synergy,injection of R&D funds,tax incentives,multi-level screening,external independent evaluation,and favorable support policies,the competitiveness clusters have successfully penetrated the industry-university-research channel,driven all parties to increase investment,guided social funds to participate,strictly controlled the“entrance”of certification,reserved the elimination mechanism“Export”,the formation of science and technology innovation echelon pattern.The construction experience of France in building competitive clusters and enhancing regional science and technology innovation network provides certain inspiration for China’s high-quality economic development,improving industrial core competitiveness and regional innovation capacity.
